So to clarify, GM's can move rostered players now to paid minors by using a waiver wire pass and on Jan 1,2014 we will all have 5 fresh passes to use for 2014? Also, are franchise tagged players eligible to be moved down via the waiver pass or must they remain on the active roster at all times until the tag is gone?

Yes, everything rolls over on Jan 1 we'll all have fresh passes then. Franchise players can be moved to minors using a waivers pass, but they cannot be exposed to waivers until the tag turns 3 (if someone claims the tagged player, it will be treated as a trade between the two teams as far as the salary goes).

So... A tag turns 3 and I waive them and player gets claimed. Does this mean that player joins the new team at $12m for 1 year and the tag falls off? Thus, I would have my tag back and available for use on another player?

Yes, the player is claimed on a one year deal but at 12M + 5M (when you trade a tagged player the team getting the tagged player pays 5M more than his salary) so 17M. If the player is claimed then the tag is gone and can be reused. If the player is not claimed then the tag remains and the player goes to paid minors as usual.
I don't expect this to happen often because once the tag turns 3 the player can be either traded or just dropped.

If a player goes unclaimed and is put in my paid minors, how do I get my tag back? Would I have to wait till end of the season and release him to FA at that point?

You can just release a tagged player from paid minors if you choose if his tag is 3 or older. Released tagged players just go directly to the free agency pool. If it's during a season, then other teams can immediately sign him to a one-year deal through in-season free agency. If it's during the off-season the player goes into the pool for off-season free agency.
We had not considered releasing a tagged player in the middle of off-season free agency. It is likely the SB will make a rule against that (it seems like that would cause nothing but chaos), but SB will talk about that and post the final determination.

Also, what would happen if a tagged player retires? Say Kuroda gets tagged after someone signs him from free agency and he only pitches for one season.

If there's no rule for being able to release players who have officially signed their retirement papers then there should be (I intended for that to be included in the initial rules). I'll bring it up to SB and we'll rule on that.

10 day winning bids/jan 10
Hey man, i have a few players who have gone past 10 days with no other bids. The rules say Jan 10th is the first day to award players 10 days after the last bid, so, are these players now 'locked' from bidding and will be awarded to us on jan 10 or can bids still be made? Thanks man.

I believe it's ten days of no bidding after january 10th then it's locked but I could be wrong.

We can still bid. Once Jan 1st arrives that's when the 10 day clock starts. So I could put a bid in on Jan 9th on your high bid and then a new 10 days would start and you would have until the 19th to out bid me. Remember, bidding increments go up on Jan 1st. So position yourself well by dec 31st.

Bidding increments go up twice. First one is on February 1.
