By the letter of our rules, Pomeranz looks like Indians property to me (did not play a game with Rox in 2013 before starter rosters were set). The intent of our rules was to put MLB established guys with the teams they were established with and all the guys who were not MLB established would be returned to their first franchises. Pomeranz started 22 games with the Rox in 2012 so obviously he was established with them. This is a case where the codification of the rule failed the intent of the rule. Usually we will go with the codification of the rule to avoid arbitrary rulings (the blame then would go onto me for not doing a good enough job of codifying our rules). I'll talk with the board about this. One question about this, however. If all the players who were not MLB established by June 9 need to be returned to their first franchises, is it up to the GMs to find out who in their minor league systems were originally drafted by another organization? For example, if Pedro Prospect was traded from the Rockies to the Phillies on July 12, 2010 and never once saw the majors, is he Rockies' property? Is it the responsibility of the Rockies, Phillies, or both GMs to figure this out? Thanks! Joe We tried to set it up as simply as possible, with four questions to ask: 1. Did your team first sign the player? Yes---> go to 2 (drafting doesn't count as signing, the player has to actually sign) 2. Has the player become a free agent? N0---> go to 3 (player is a FA 5 years after the year in which he hits 50IP or 150AB) 3. Is the player on any other team's starter roster? No---> go to 4 4. Was the player selected in this league's NFAD? No ---> Your team owns the player It's up to each GM to find the players he owns. Baseball America has a very helpful draft database to review your team's rule 4 selections: www.baseballamerica.com/draft/Foreign players are always harder to keep track of because reporting of int'l signings is so spotty, but for any player you can find out which team first signed them using Baseball Reference (Puig for example, www.baseball-reference.com/players/p/puigya01.shtml) Also, you can google "Rockies prospects 2010" and in the results you'll find a top 20 list at minorleagueball.com. You can do that for every year and that's a really good way to get the names of guys you probably own. Hope that helps! Edit: also check NFAD, for example if Masahiro Tanaka signs with the Dodgers today he is not Dodgers property. He goes into the 2014 NFAD and if nobody selects him then at the end of the NFAD he'll become Dodgers property. Same goes for 2014 draft picks.

Some clarification for roster transactions: Waivers - you can place a player on waivers. As soon as you do so, you may drop from your espn league. Also as soon as you do so, please add him to your paid minors roster. Teams have 72 hours to claim him. If they do not claim him, he will stay on your paid minors rosters. If multiple teams claim him then the team with the highest waiver priority (or, for 2013 only, had the highest bid for the NFAD) wins him. A transactions board member will approve any waiver claims 72 hours after the initial posting of the player on waivers. A question. I saw this where it said our current waiver priority is essentially the same as our 2013 FYPD order. It also looks like it'll stay that order until we have our first week of the 2014 standings posted. Did I read that right?

I believe he goes into next years draft. A follow up on that. Assuming he goes over the 50 innings pitched this year, I'm thinking that would put him in the draft with a (2019) contract. Would that be a $300,000 contract like all rookies get here or will it be tied in some way to the enormous contract he's getting ready to sign?
