Ya I think it's either to get more cap room for free agency or to keep a guy who has a 2013 contract that would expire if they didn't tag the player.

Ok, being dense: Why would these qualify as 2014FP(a,b)1 if they are expiring 2013 contracts? Shouldn't they be 2013FP(a,b)1? based on: "On the first day of the off-season each year tags will age a year (So a 2013FPA1 tag will turn into a 2013FPA2 tag on the first day of the 2014 off-season. Tags made in 2014 will not age until the first day of the 2015 off-season.)
Seems to me if you want to keep a 2013 expiring contract the FP should start in 2013. but, it's late and I should go to bed...

You're right Mets, the reason that is in the rules is that after Braves had questions and we went through the rules to try to clean them up...we missed cleaning up that part. When I drafted the rules, I tried to give as many examples as I could but in doing so I sometimes added examples that created another problem. The problem we found here is that 2014 is the first year where league stats accumulate, so it makes sense for 2014 to be the first year for free agent tags instead of the second year.
That example will be true for every year after this first year, but I must have spaced out when writing that example for the first year.
This first year is special because this entire time we're just setting the table for 2014. Sorry for the confusion, that's my fault, but thanks a lot for finding those discrepancies in the rules! Unfortunately, there may be more discrepancies but the sooner we find them and get them fixed the sooner the rules will be a well-oiled machine!
I'll get right on fixing that.

What happens to a prospect in my team's minor league system that my team drafted who I do not assign to my paid minors roster?

All prospects not on teams payrolls go to the Mets I'm not a board member, but I am 99.9% sure they are all your property, with the exception of any 2013 draft picks/international signings who get poached (drafted) by another GM in the Sept draft. As far as I know, you can trade any prospects you own, or just watch them move up through your system and eventually call them up if they make the majors. And even if the Braves trade them in real life, you still own their rights. Tough game last night, nice catch to end the game...

Mets is correct. As long as they aren't drafted by another GM and they signed with your team then you own their rights, even if traded.

Ok great, then what is the value of assigning a prospect to paid minors? If I have access to the entire farm system that my team drafted couldn't I call them up regardless of whether they are paid? Or do I have to pay someone in order to have them eligible for a call up this year?
And Mets: Looking forward to the next few years of pitching matchups! Harvey/Wheeler/Niese/Gee vs. Beachy/Minor/Teheran/Medlen should make for some great games.

Paid minors are for players that were a part of the original starter roster as of June 9 that you do not intend to have start because better options are available via the draft, trade, etc. They need to go to your paid minors, however, because they have already started their clock having been a member of the original roster. You keep a guy in paid minors to retain control of them instead of releasing them. For example, Ryan Wheeler is a guy I don't want to release but I also don't have a spot for him in my starting line up. But because he was on the Rockies' roster as of June 9 his clock has already begun to tick and a contract of $300,000 is applied to him. The reason for me keeping him as a paid minors player is to keep control of him even though I don't plan to immediately play him. If I am wrong about anything please correct my errors. Also, if someone can explain it in a better way feel free to do that as well.

Rockies is correct, paid minors are guys in your system that have been assigned contracts but who aren't on your MLB roster. All the players on starter rosters have been assigned contracts. So, in the future, if you call a prospect up and then use a waiver pass on him he'll be put onto your paid minor league roster (all the rest of your prospects who do not have contracts yet don't count on this list). The reason we need to have a paid minor league roster is simple: bookkeeping. You are required to keep a list of your paid minor-leaguers so we can keep up with the salary cap. Unpaid guys...totally up to you to make a list of them or not (I'd suggest it so you can keep track of your guys, but it's not required by league rules).
